Municipal Energy Resilience Program (MERP)

Funded through the American Rescue Plan (ARPA), MERP provided municipalities with technical assistance, energy assessments, and grants for projects that improved the energy efficiency and weather resiliency of public building.

Clean Transportation Incentives

From 2020 to 2025, the Vermont Agency of Transportation administered five clean transportation incentive programs that provided nearly 7,000 incentives and more than $23.5 million in funding to Vermonters. Approximately 79% of those incentives benefited lower-income households, helping reduce transportation costs, lower energy burdens, and support the adoption of cleaner transportation options.

MileageSmart

The high fuel-efficiency used vehicle program helped income-eligible Vermonters purchase used fuel-efficient and electric vehicles through point-of-sale incentives. The program aimed to reduce transportation costs while expanding access to cleaner and more affordable transportation options. Read more.

Replace Your Ride

Assisted income-eligible Vermonters replace older, high-polluting internal combustion engine vehicles with cleaner transit options, including new or used EVs, hybrids, mobility cards and eligible e-bikes. Funding has been exhausted and any future funding requires legislative action. Read more.

Additional EV Incentives

The Incentive Program for New Plug-in Electric Vehicles (new PEV) helped Vermonters purchase EVs and hybrids. 70% of its funding benefitted lower-income Vermonters. Read more.

The Electrify Your Fleet Incentive Program (EYF) assisted businesses and municipalities replace their transit fleet with EVs and other clean transit options. Read more.

eBike Incentives

The State of Vermont electric vehicle incentive was the nation’s first statewide incentive program assisted Vermonters with purchasing eBikes to reduce personal vehicle uses. Read more.
